Agenda Científica Participativa “Territorio, Industria y Ambiente” en Ensenada, Berisso y La Plata, Argentina: resultados y balance 2016- 2022

Abstract

El presente artículo científico tiene dos objetivos: a) realizar un análisis e interpretación de las primeras 50 Mesas de Trabajo Permanente (MTP) ejecutadas entre 2016 y 2022 en el marco de la Agenda Científica Participativa (ACP) “Territorio, Industria y Ambiente” de la UNLP y el CONICET ; y b) entablar diálogos teóricos, metodológicos y aplicados con aportes producidos desde perspectivas de la teoría de la transformación (Wright, 2015), del paradigma científico emergente (de Sousa Santos, 2009) y de la decolonialidad del saber (Quijano, 2000), con principios y metodologías de la Investigación-Acción-Participativa (Fals Borda, 1986, 2009) y componentes de la inteligencia territorial (Girardot, 2002) y justicia territorial (Bozzano, 2017), todo ello en franco desarrollo en nuestro colectivo latinoamericano de la Red Científica Territorios Posibles, Praxis y Transformación. La investigación se inscribe en una perspectiva de geografía transformadora y en un enfoque de la comunicación como proceso complejo, disciplinas que posibilitan ambas, articuladas, el diseño de acciones estratégicas interdisciplinarias con elevada participación y vocación transformadora, útil en la ejecución de políticas públicas.

This paper has two objectives: (a) to conduct an analysis and interpretation of the first 50 Mesas de Trabajo Permanente [MTP] executed between 2016 and 2022 in the framework of the Participatory Scientific Agenda [ACP] ‘Territory, Industry and Environment’ of the National University of La Plata [UNLP] and Scientific and Technical Research National Council for [CONICET] ; and b) to engage in theoretical, methodological and applied dialogues with contributions produced from the perspectives of transformation theory (Wright, 2014), the emerging scientific paradigm (de Sousa Santos, 2009) and the decoloniality of knowledge (Quijano, 2000), with principles and methodologies of Participatory Action Research (Fals Borda, 1986; 2009) and components of territorial intelligence (Girardot, 2008) and territorial justice (Bozzano, 2017), all of which are being developed in our Latin American collective of the Scientific Network Territorios Posibles, Praxis and Transformation. The results indicate that the Reserve area presents a road network with low density and low connectivity due to a heterogeneous distribution over space. This situation remains in the two sources of information analyzed although they have different behaviour in the area. The research is part of a perspective of transforming geography and an approach to communication as a complex process, disciplines that make it possible to design interdisciplinary strategic actions with high participation and a transforming vocation, useful in the execution of public policies.
