Representación y legitimidad en el orden conservador entrerriano: La cuestión de las minorías en las reformas constitucionales de 1883 y 1903

Abstract

En el presente trabajo analizaremos el derrotero de la representación política en el espacio provincial entrerriano de finales del siglo XIX y principios del XX. En especial, prestaremos singular importancia al debate sobre las minorías y la manera de incorporarlos al juego político. Pese a la visión negativa que se tiene sobre el Régimen Conservador, comúnmente caracterizado de oligárquico y fraudulento, en los debates constitucionales de 1883 y 1903, resaltan las preocupaciones de este elenco, por incluir al conjunto de la ciudadanía y lograr así la “buena representación”. Este análisis, que complementa a otros trabajos referidos al período, matiza la percepción de la reforma electoral de 1912 como “parteaguas” de la historia electoral argentina. Laprovincia de Entre Ríos es la unidad de estudio elegida para observar este proceso. Constituye un espacio provincial marginado en la historiografía, por lo que la vacancia de trabajos en este sentido amerita el siguiente artículo.

In the present work we will analyze the course of political representation in the provincial space of Entre Ríos in the late 19th and early 20th centuries. Especially, we will attach particular importance to the debate on minorities and how to bring them into the political game. Despite the negative view that is held about the Conservative Regime, commonly characterized as oligarchic and fraudulent, in the constitutional debates of 1883 and 1903, the concerns of this cast stand out, for including the whole of citizenship and thus achieve "good representation”. This analysis, which complements other works referring to the period, qualifies the perception of the electoral reform of 1912 as a "watershed" in Argentine electoral history. The province of Entre Ríos is the unit of study chosen to observe this process. It constitutes a marginalized provincial space in the historiography, so the job vacancies in this sense merit the following article.
