Riesgo de Inundación mediante la prensa: El caso de la localidad 9 de Abril, Buenos Aires, Argentina

Abstract

En el contexto del neoliberalismo, las ciudades han tomado un rol destacado al convertirse en el centro de la vida económica y social. Diversos autores consideran que la urbe es el nuevo escenario del riesgo dado su rápido y caótico crecimiento. La urbanización de las áreas inundables del Aglomerado Gran Buenos Aires, estuvo protagonizada por los grupos de más vulnerables debido al escaso de valor de renta de esas tierras, la ausencia de servicios básicos y por su condición de anegabilidad. En consecuencia, sobre estas comunidades recayó el riesgo de inundación. Este es el caso de la localidad de 9 de Abril (municipio de Esteban Echeverría), que al estar emplazada sobre llanura de inundación del río Matanza, recurrentemente sus habitantes se vieron afectados por anegamientos de origen hidrometeorológico. Por ello, este artículo se centra en el análisis de cómo los medios de prensa han abordado la inundación ocurrida en octubre de 2019, con el objetivo de identificar en relación al riesgo de inundación: cuáles dimensiones se destacan y se difuminan; cómo son representados los actores sociales intervinientes; cómo se explican las causas que generan estos excesos hídricos; y, qué soluciones plantean las autoridades para mitigar dichos eventos.

In the context of neoliberalism, cities have taken a prominent role by becoming the center of economic and social life. Various authors consider that the city is the new risk scenario given its rapid and chaotic growth. The urbanization of the floodplain areas of the Greater Buenos Aires Agglomerate was led by the most vulnerable groups due to the low rental value of these lands, the absence of basic services and their floatable condition. Consequently, the risk of flooding fell on these communities. This is the case of the town of 9 de Abril (Esteban Echeverría municipality, Buenos Aires province, Argentina), which being located on the Matanza river floodplain, its inhabitants were repeatedly affected by the overflow of its waters after the occurrence of hydrometeorological events. Therefore, this article focuses on the analysis of how the press media have approached the flood that occurred in October 2019, with the aim of identifying in relation to risk: which dimensions are highlighted and blurred; how the intervening social actors are represented; how to explain the causes that generate these excesses of water; and, what solutions do the authorities propose to mitigate these events
