Cet article s'intéresse aux actions protestataires menées par certains groupes de militants handicapés dans trois pays d'Amérique latine (Bolivie, Chili et Argentine) au cours de la dernière décennie. Les manifestations récentes les plus fortes en Bolivie visent à obtenir une allocation (2007-2016), celles au Chili visent à remettre en question la légitimité du Téléthon (2011-2019), tandis que celles en Argentine concernent la lutte contre la réduction drastique du nombre de bénéficiaires de pensions d'incapacité professionnelle (2017-2018). Pour réaliser notre étude comparative, nous prendrons en compte différents critères, (1) la nature des politiques gouvernementales et leurs liens avec le néolibéralisme, (2) la composition des groupes mobilisés et l’objectif de ces actions, (3) la nature des manifestations et leur traitement médiatique, (4) leur degré de succès. L’originalité des résistances locales des personnes handicapées dans ces pays réside dans plusieurs aspects : (1) la primauté du droit à la pension dans l’agenda des revendications associatives (2) le recours à des modes d’action rares, comme les longues marches protestataires ou une théâtralisation de la mort (3) l’invention de concepts comme la dissidence fonctionnelle. Cet article s'appuiera sur une diversité de sources : articles de presse, réseaux sociaux, entretiens avec des militants et des responsables associatifs. This article focuses on the protest carried out by some groups of disabled activists in three Latin American countries (Bolivia, Chile and Argentina) over the last decade. The strongest recent protests in Bolivia aimed at obtaining a pension (2007-2016), those in Chile aimed at questioning the legitimacy of the telethon (2011-2019), while those in Argentina concern the fight against the huge cut in the number of disability pension beneficiaries (2017-2018). To carry out our comparative study, we will take into account different criteria, (1) the nature of governmental policies and their links with neoliberalism, (2) the composition of the activists groups and the objective of these actions, (3) the nature of the demonstrations and their media treatment, (4) their degree of success. The originality of local resistance by disabled people in these countries lies in several aspects: (1) the primacy of the right to a pension in the agenda of associative claims (2) the use of rare modes of action, such as long protest marches or a dramatisation of death (3) the invention of concepts such as functional dissidence. This article will draw on a variety of sources: press articles, social networks, interviews with activists and association leaders.
