El Polvorín: El sinuoso camino de las luchas provinciales en los '90

Abstract

El objetivo del artículo es describir y analizar el ciclo de protestas en el interior del país durante los años ´90, que culminó en el proceso conflictivo de diciembre de 2001 y representó un hito en los aspectos político, económico, social y cultural de la Argentina. Este proceso se inició con el retorno de la democracia en 1983, que puso fin a la convertibilidad. El trabajo está organizado de la siguiente manera: en primer lugar, realizamos una reconstrucción cronológica de las protestas, sin pretensiones de exhaustividad, para luego conceptualizarlas en base a los aportes de algunos autores. Luego nos focalizamos en la emergencia de las modalidades de protesta que adquieren centralidad durante la década: los estallidos, las puebladas y los cortes de ruta, calles y caminos. Finalmente, analizamos las causas estructurales a fin de comprender el carácter y especificidad del ciclo. Nuestra atención recae en el modo en que se combinaron espontaneidad con organización, la matriz sindical clásica con la irrupción de otros actores, y las formas de acción “novedosas” con las “tradicionales”.

The objective of this article is to describe and analyze the cycle of protests in the interior of the country during the '90s, which culminated in the conflictive process of December 2001 and represented a milestone in the political, economic, social and cultural aspects of Argentina. This process started with the return of democracy in 1983, which put an end to convertibility. The text is organized as follows: first, we present a chronological reconstruction of the protests, which is not intended to be exhaustive, to then conceptualize them on the basis of the contributions made by some authors. Then we focus on the emergence of different methods of protest that are at the core during the decade: outbreaks, popular rebellions and the blocking of roads and streets. Finally, we analyze the structural causes in order to understand the type and specificity of the cycle. The focal point is the combination of spontaneity and organization, the classic union matrix and the irruption of other actors, as well as the “novel” forms of action and the “traditional” ones.
