Reconversiones del control social en el campo de la salud: un recorrido en torno a las relaciones entre Estado, medicina oficial y actores sociales no-biomédicos en Argentina

Abstract

O objetivo do trabalho visa refletir sobre a natureza histórica e socialmente situadado monopólio biomédico, focando em mostrar como esse monopólio é posta em causa apartir de algumas expressões da sociedade civil. Como um corte deste universo de estudo,o trabalho destaca uma série de relações entre três atores sociais que fazem a construção dosistema formal de saúde no país: 1) o Estado, 2) a medicina oficial, que estabelece-se comouma corporação (FREIDSON, 1970) capaz de influenciar as decisões e políticas governamentaise 3) os atores sociais localizados nas margens do espaço social da arte de curar, que constituemuma ameaça potencial vis-à-vis do monopólio da medicina oficial. Para sistematizar essasrelações, o artigo tem duas seções. Primeiro, realizamos um contexto histórico, procurandomostrar como delinea-se uma passagem no que respeita a atitude do Estado em relação àsabordagens médicas. Em segundo lugar, reconstruimos o horizonte da possibilidade dastransformações atuais no campo da saúde na Argentina.

The aim of the paper is to explore the historical and socially situated nature ofbiomedical monopoly. We focus on how this monopoly is questioned from different expres-sions related to civil society. In order to do this, the paper stresses a series of relationshipsbetween three social agents that make the construction of the formal health system in thecountry: 1) the State, 2) the official medicine, constituted in a corporation (FREIDSON, 1970)capable of influencing government decisions and policies and 3) the social actors at themargins of healing social space, which represent a potential threat vis-à-vis the monopoly ofofficial medicine. To systematize these networks, the article has two sections. First, wepresent a historical context, seeking to show how it delineates a transformation regardingthe attitude of the state on medical approaches. Second, we analyze the horizon of possibil-ity of transforming the health field in Argentina today.
