La constitución de una autoridad plebeya: El Ministerio de la pobreza en la Argentina reciente

Abstract

Tras la crisis de 2001 y a partir del gobierno de Néstor Kirchner, el Ministerio de Desarrollo Social adquirió suma relevancia en la producción de respuestas a los desafíos sociales y políticos de la coyuntura. En efecto, en un contexto de extrema necesidad y aguda conflictividad social, esta cartera fue un escenario clave en la puesta en escena de la voluntad reparadora del Estado en los últimos años. Sobre la base de una investigación de la trama interna de este Ministerio en este periodo, sintetizamos aquí las fluctuaciones que han caracterizado a esta cartera y sus ocupantes desde la recuperación democrática así como los principios de autoridad que ha reivindicado en tiempos recientes. En primer lugar, reconstruimos algunos de los rasgos institucionales persistentes del área: su inestabilidad en el aparato público, el carácter delegado de la ejecución de sus recursos y la sospecha pública en torno al “rendimiento” de sus acciones. Nos centramos luego en ciertos atributos de sus ocupantes, subrayando tanto su inestabilidad como la multiplicidad de perfiles que han asumido. Por último, apuntamos algunas reflexiones sobre los saberes que gravitaron en el área la última década y el valor que han obtenido las destrezas sensibles en la constitución de su autoridad y racionalidad.

After the 2001 crisis and since Nestor Kirchner took office, the Ministry of Social Development acquired a key role in answering to the hour’s social and political challenges. In a context of extreme necessity and acute social conflict, this agency was key in staging the State’s restorative commitment. Based on research conducted on the Ministry’s internal functioning along the period, we summarize the fluctuations that have characterized this portfolio and its occupants since the restoration of democracy as well as the authority principles that have supported its interventions in recent times. We first discuss some of the area’s persistent institutional features: its unstable location within the cabinet, the delegative patterns of spending and policy implementation, and the public suspicion that bears on the returns of its actions. We then focus on the area’s office-holders, stressing the instability of their tenures and their widely different professional profiles. Finally, we reflect on the types of knowledge that were consequential within this agency in the last decade, and on the role that emotional competence played in the construction of its authority and rationality.
