Dos instantáneas locales del Ciclo Liberal Reformista: el Municipio de Rosario, 1920-1935

Abstract

El reformismo liberal santafesino es estudiado a partir de dos momentos. El primero asociado al veto de la constitución de 1921 y el segundo a su establecimiento en el Estado provincial. El artículo muestra el juego de posiciones, razones y recursos que establecen los distintos agentes políticos y sociales en torno a los intentos de relazar la constitución de 1921 y de establecer una reforma electoral en el municipio de Rosario. Asimismo, exhibe las transformaciones del vecinalismo, los partidos políticos y el municipio durante los primeros años 1930s. La intención del estudio de este segundo momento pretende evidenciar las dinámicas institucionales que afectaron la estructuración y restructuración del vínculo y sus agentes.

Liberal reformism in Santa Fe is studied from two local points. The first connected to disapproval of the Constitution of 1921 and the second on the establishment of reformism in the provincial government. The article shows the game of position reason and resources proposed by different political agencies around attempts to relaunch the constitution of 1921 and to establish an electoral reform in the municipality of Rosario. It also shows the changes in the neighborhood, political parties and the municipality during the early 1930s. The second part tries to demonstrate the institutional dynamics that affect the structuring and restructuring of the bond and its agents.
