Un abordaje sobre la memoria oficial: Discurso presidencial y legislación en torno a la memoria del genocidio en Argentina

Abstract

En esta oportunidad avanzaremos sobre el análisis de algunos de los elementos que conforman la función de memoria oficial durante el período 2003-2007, lo cual constituye uno de los objetivos específicos de la investigación doctoral en curso. La pregunta central de esa investigación plantea cómo se relacionan las prácticas discursivas y extra discursivas estatales, académicas y de aquellas organizaciones de la sociedad civil vinculadas a la defensa de los derechos humanos, en torno a las políticas de la memoria durante la presidencia de Néstor Kirchner (2003-2007). Las unidades de registro para abordar el interrogante más específico en relación a cómo se conforma una memoria oficial sobre el genocidio son la Secretaría de Derechos Humanos, los discursos pronunciados por Néstor Kirchner, leyes y decretos sancionados en el período en relación a la memoria, e imágenes de actos oficiales alusivos al mismo tema.

As part of an ongoing doctoral research which central question asks how state, academic and civil society organizations’ discursive and extra-discursive practices relate regarding memory politics under Nestor Kirchner’s administration (2003-2007), this research advance makes focus on a more specific question regarding how official memory is formed on genocide in Argentina. To this end, we propose a conceptual and contextual framework from which to analyze the formation of a government device focused on the memory of the genocide and we center on two fronts: on the one hand, the analysis of a series of presidential speeches, from which it is sought to address how the effectively said enables new enunciabilities while leaving elements in the field of the unspeakable, considering what effects this particular distribution might have; on the other, the study of legislation passed during the period in study in relation to the politics of memory, allowing you to see what boundaries and distributions within the visible and the expressible are produced from this juridical-legal plane.
