Ciencia y Tecnología en clave Centro-Periferia: apuntes para la investigación

Abstract

El presente trabajo pretende ser una introducción al rol científico-tecnológico en la periferia del sistema internacional. La tecnología en los países llamados subdesarrollados o periféricos tiene la característica de poseer distintos pero importantes niveles de avance en diversas áreas temáticas. Sin embargo, el condicionante de la situación periférica de dichos Estados los condena muchas veces a recibir presiones de variado tipo desde el centro del sistema internacional, sobre todo si se trata de tecnologías de punta y de utilización dual. La ciencia y la tecnología juegan un rol central en las Relaciones Internacionales y están presentes en asuntos de relevancia estratégica: armamentos, comunicaciones, economía, desarrollo, etc. Directa o indirectamente un tema internacional toca un tema tecnológico: la tecnología nuclear y misilística cuyo resultado en su uso bélico puede ser devastador, constituyen alguno de los ejemplos con los que ilustraremos esta situación.

This paper is an introduction to the role of science and technology in the periphery of the international system. The technology of the so called underdeveloped countries or peripheral has the characteristic of having different but significant levels of progress in several areas. However, the condition of the peripheral location of these States often condemns them to receive varied pressures from the center of the international system, especially when they are cutting edge technologies and dual use ones. Science and technology play a central role in international relations and are present in matters of strategic importance: weapons, communications, economics, development, etc.. Directly or indirectly an international issue touches a technological issue: nuclear and missile technology which resulted in military use may be destructive, constitute one of the examples that illustrate this.
