La democracia en Paraguay: un breve repaso sobre los partidos políticos tradicionales, el sistema electoral y el triunfo de Fernando Lugo Méndez

Abstract

Este trabajo intentará caracterizar la historia política reciente del Paraguay, para comprender la importancia política y originalidad que supone el triunfo del ex obispo Fernando Armindo Lugo Méndez, después de 61 años ininterrumpidos del Partido Colorado en la Presidencia de dicho país. Además, pretenderá explicar cómo la actual disposición del Congreso dificulta la acción presidencial, puesto que las modificaciones electorales y constitucionales post dictadura stronista, dieron como resultado un escenario de “presidencialismo atenuado”. Se realizará un breve ejercicio de modificación del mecanismo electoral de división de escaños para respaldar la premisa de que una modificación estratégica del sistema electoral generará cambios sustantivos en la conformación del Poder Legislativo. En las conclusiones, se comentarán las dificultades que afronta actualmente la coalición liderada por el primer mandatario paraguayo.

This work aims to do a brief revision on the political recent history of the Paraguay, to understand the importance and the originality that supposes the victory of the ex-bishop Fernando Armindo Lugo Méndez, after 61 uninterrupted years of the Party Colorado in the presidency of the above mentioned country. In addition, will try to explain how the current disposition of the Chambers impedes the presidential action, because the electoral and Constitutional modifications post-dictatorship stronista, proved a scene of “attenuated presidential government”. With a brief modification exercise of the electoral system, it will throw light on the importance that this element has in the conformation of the Legislative Chamber. In the conclusions, it will comment the current difficulties that the coalition led by the first Paraguayan agent chief executive confronts nowadays.
