De niveles, regulaciones capitalistas y cables submarinos: Una introducción a la arquitectura política de Internet

Abstract

El objetivo de este artículo es doble. Por un lado, proponer un sencillo esquema respecto de la arquitectura actual de Internet, basado en distinguir cinco niveles o capas: Infraestructura, Hardware, Software, Contenidos, Red Social. Lamentablemente, es habitual que los análisis que se hacen sobre la llamada ¨red de redes¨ tiendan, tácitamente, a entenderla como un ente monolítico. No obstante, es evidente que sus distintos niveles exhiben regulaciones jurídicas, propiedades económicas y dinámicas sociológicas sumamente diversas. En este sentido, intentamos sugerir que tres tipos de regulaciones (propiedad privada física, propiedad intelectual y apropiación incluyente) actúan con peso diferencial en las distintas capas. Luego de esta presentación general, por razones de espacio, aquí nos concentramos en el análisis de sólo uno de esos cinco niveles. En efecto, y este es el segundo objetivo de este trabajo, intentaremos explorar brevemente el nivel de la Infraestructura, probablemente el más opaco de los cinco. Nuestra breve incursión arroja un resultado claro: este nivel presenta rasgos opuestos a los de las capas superiores(el software, los contenidos, las redes sociales). Exhibe una concentración altísima, está lejos de toda forma de horizontalidad, carece de actores no capitalistas y, efectivamente, el gran público sabe poco y nada de él.

The objective of this paper is two folded. On one hand, we're tryingto advance the proposal of a simple scheme about the Internet's architecture, based on the distinction of five layers: Infrastructure, Hardware, Software, Contents and Social Networks. Unfortunately, it is frequent that the analyses about the so called ¨net of networks¨ treat it like a monolithic thing. However, it is clear that Internet's different layers show very dissimilar law regulations, economic properties and sociological dynamics. Consequently, we try to suggest that three types of regulations (physical private property, intellectual property and inclusive appropriation)act with differential weight in the different layers. The next step is the specific analysis of the levels. Due to space constraints, here we focus on only one of those five layers. Indeed, our second objective is to explore the Infrastructure layer, probably the most opaque of them. Our brief incursion poses a clear result: this layer shows opposite characteristics to those of the higher layers (software, contents, social networks). It is highly concentrated, it is far from any form of horizontality, it has an absence of non capitalist actors and, certainly, we don't know anything about it.
