De particularidades y réplicas: Las políticas sociales en la Ciudad de Buenos Aires

Abstract

En el campo de los estudios sociales sobre políticas sociales, es frecuente observar análisis y evaluaciones enfocadas en los programas actualmente vigentes. Sin embargo, un aspecto recurrente de estas intervenciones es que persisten a lo largo del tiempo e incluso, en algunos casos, se superponen ante la creación de nuevos programas. En un recorrido que observa persistencias y modificaciones, continuidades y rupturas, el objetivo de este trabajo es realizar una revisión analítica de las políticas sociales en la Ciudad de Buenos Aires, desde el retorno democrático hasta la creación de Ciudadanía Porteña en 2005. La metodología empleada es cualitativa, basada en entrevistas en profundidad y en una revisión bibliográfica de datos secundarios y documentos académicos y oficiales. En este sentido, se identifican no sólo la reproducción de lógicas instrumentadas a nivel nacional sino también los espacios de soberanía de la Ciudad. Dicho recorrido reviste interés porque permite delinear los aspectos más salientes de las políticas sociales en la Ciudad, así como observar cómo se han configurado estas en la ciudad más rica del país.

In the field of social studies on social policies, it is common to find analyzes and evaluations focused on current programs. However, a recurring aspect of these interventions is that they persist over time and even, in some cases, overlap when new programs are created. Through the noting of persistences and modifications, continuities and ruptures, the objective of this work is to carry out an analytical review of the social policies in Buenos Aires City, from the return of democracy to the creation of Porteño Citizenship in 2005. The methodology used is qualitative, based on in-depth interviews and on a bibliographic review of secondary data and academic and official documents. By the use of such methodological tools, not only the reproduction of logics implemented at the national level but also the spaces of sovereignty of the City are identified. The review of such policies is of great interest because it allows for the creation of an outline of the most distinctive aspects of social policies in the city, and the taking notice of how they have been configured in the richest city in the country.
