La política social municipal y el problema de la coordinación interjurisdiccional: el caso del Municipio de San Martín, Argentina

Abstract

En Argentina, la estrategia de descentralización que, en las últimas décadas, caracterizó la reformulación de los servicios sociales (provincialización) y la implementación de programas asistenciales (municipalización) complejizó aún más la trama estatal de las políticas sociales. Ésta dejó de unificarse en torno a un centro y se constituyó en un campo de tensiones entre los niveles interjurisdiccionales. Por ello, estudiar hoy los modos de intervención pública sobre la cuestión social en el nivel local nos llevará a indagar, prioritariamente, sobre cómo se resuelve en este nivel el problema de la articulación con los otros niveles jurisdiccionales (Nación y Provincia). En este artículo, presentaremos resultados de una investigación mayor que analiza la temática antedicha, a partir de las experiencias de municipios del conurbano bonaerense (el anillo urbano que rodea a la capital argentina), tomando como estudio de caso el municipio de General San Martín.

In Argentina, the decentralization strategy that, in the last decades, characterized the reformulation of social services (provincialization) and the implementation of welfare programmes (municipalization) made even more complex the state structure of social policy. In fact, this structure is no longer unified around a centre and became a tension field between the interjurisdictional levels. The study of the ways of public intervention on the social issues at a local level will lead us to investigate mainly how it is possible to resolve in this level the problem of the articulation with the other jurisdictional levels (the provinces and the central government). In this article we will present the results of a larger research that analyzes the subject above introduced from the experiences of municipalities of the Conurbano Bonaerense (the peripheral ring that surrounds the Argentinean capital city), taking as a case study the municipality of General San Martín.
