El principal problema del período de las independencias fue el de la soberanía, problema capital en dos vertientes: la de la relación de los pueblos iberoamericanos con el poder soberano que estaban abandonando y la de la relación de cada uno de ellos con los otros pueblos soberanos con los que intentaban asociarse para formar un nuevo Estado. Esto afecta a conocidas facetas del pensamiento de Alberdi cuya interpretación no ha logrado aún claridad. En primer lugar, el manejo por Alberdi del problema de la soberanía implicado en el proceso de creación de un Estado nacional. Alberdi sostuvo que el régimen político de cada una de las provincias argentinas luego de 1820 y hasta 1853 poseía conformación nacional, aunque por afán de imaginar una nación preexistente a la independencia concibió ese proceso como el de la disolución de una Nación preexistente, responsabilizando a Buenos Aires por haber dado el primer paso en tal sentido. Preocupado por organizar la Nación argentina, trató de adaptar innovaciones constitucionales de diversas fuentes, sin advertir que las del constitucionalismo norteamericano eran producto de una elite formada en el seno de una constitución antigua sustancialmente diferente a la de los pueblos hispanoamericanos. Realidad clave para comprender los desajustes del federalismo iberoamericano.
dc.description.abstract
The main problem of the independence period was that of sovereignty, a capital problem in two aspects: that of the relationship of the Ibero-American peoples with the sovereign power they were abandoning and that of the relationship of each one of them with the other sovereign peoples. with whom they were trying to associate to form a new state. This affects known facets of Alberdi's thought whose interpretation has not yet achieved clarity. In the first place, Alberdi's handling of the problem of sovereignty involved in the process of creating a national State. Alberdi maintained that the political regime of each one of the Argentine provinces after 1820 and until 1853 had a national conformation, although out of desire to imagine a pre-existing nation to independence, he conceived this process as the dissolution of a pre-existing Nation, blaming Buenos Aires. Aires for having taken the first step in this direction. Worried about organizing the Argentine Nation, he tried to adapt constitutional innovations from various sources, without realizing that those of North American constitutionalism were the product of an elite formed within an old constitution substantially different from that of the Spanish-American peoples.
