Gobierno-pacto y gobernanza-gobernabilidad como criterios conceptuales para comprender los dilemas de los recursos naturales latino-americanos: el caso UNASUR-IIRSA

Abstract

Partimos de dos ejes puntuales: El primero mira los conceptos de gobierno-pacto y gobernabilidadgobernanza y el segundo mira UNASUR como esquema de integración que desde 2008 en Sudamérica absorbe en su COSIPLAN en 2009 la iniciativa IIRSA del Banco Mundial y Brasil. Es la Iniciativa de Infraestructura Sudamericana con ayuda del GEF del Banco Mundial con apoyo del BID. El propósito inicial de UNASUR fue justamente constituir “un mecanismo institucional de coordinación de acciones intergubernamentales de los doce países suramericanos, con el objetivo de construir una agenda común para impulsar proyectos de integración de infraestructura de transportes, energía y comunicaciones” . Pero este propósito, al sumar IIRSA en COSIPLAN encontrará ciertas zonas grises respecto a su acople en el seno de las sociedades, sus intereses y demandas múltiples.

We have two starting points. The first looks at the concepts of government-pact and governancegovernance and the second looks at UNASUR as a scheme of integration since 2008 in South America absorbs in its COSIPLAN in 2009 the IIRSA initiative of the World Bank and Brazil. It is the South American Infrastructure Initiative with GEF support from the World Bank with IDB support. The initial purpose of UNASUR was precisely to constitute "an institutional mechanism for coordinating intergovernmental actions of the twelve South American countries, with the objective of building a common agenda to promote projects for integration of transport, energy and communications infrastructure." But this purpose, when adding IIRSA in COSIPLAN will find certain gray areas with regard to their coupling within the societies, their interests and multiple demands.
