La experiencia del Congreso de la Productividad y la política de la cooperación económica durante el peronismo

Abstract

Este trabajo revisa la experiencia del Congreso Nacional de la Productividad y Bienestar Social de 1955 y rediscute algunas de sus caracterizaciones. Se argumenta que esta iniciativa no se agotó en el intento de cambiar las relaciones laborales, sino que además constituyó la culminación de una estrategia sociopolítica que apuntó, por un lado, a modificar los parámetros de interacción entre los actores socioeconómicos en el plano productivo y el lugar simbólico de éstos en la “Comunidad Organizada”, y, por otro lado, a legitimar sobre criterios de productividad la intervención económica estatal peronista. A partir de la revisión de documentos y discursos de la época se muestra cómo este Congreso fue parte de una estrategia que, a través de un modus operandi particular, procuró que la participación de los actores socioeconómicos en el Estado redundase en una mayor efectividad de la política económica en el contexto del modelo de desarrollo industrial sustitutivo-distributivo.

This article examines the National Congress of Productivity and Social Welfare experience and rediscusses some of its characterizations. It argues that this iniciative was not just an intent to change laboral relations, but also constituted the culmination of a sociopolitic strategy that aimed, on the one hand, to modify interaction parameters of the socioeconomic actors on the productive level and the symbolic place that they occupied in the “organized community”, and, on the other hand, to legitimate under productivity guidelines the Peronist state economic intervention. From the revision of documents and discourses of the period it is shown that this Congress was part of a strategy that, through a particular modus operandi, tried to make that the participation of the socioeconomic actors in the State improved effectiviness of the economic policy in the context of the industrial-distributive substitution model.
