Análisis de las actividades de Gestión de Proyectos en equipos de investigación de I+D

Abstract

Este artículo presenta los resultados del estudio de actividades de gestión de proyectos en equipos de investigación de I+D en la Universidad Nacional de Mar del Plata, la de la Universidad Nacional de Cuyo y la de la Universidad Nacional del Litoral. La encuesta realizada a 120 investigadores sobre las actividades de la jornada laboral que desarrollan regularmente incluye Docencia, Investigación, Gestión de Proyectos de I+D, Extensión y Vinculación y Otras. La actividad de Gestión de Proyectos de I+D se desarrolló de manera permanente durante todos los meses del año 2017. Se estableció para toda la muestra que la distribución de la carga horaria semanal fue en promedio del 33% para Docencia, del 39% para Investigación, y del 13% para Gestión de Proyectos de I+D. Durante este periodo Gestión de Proyectos de I+D compitió con actividades centrales de Investigación afectando la participación del investigador tanto en la dirección del grupo de trabajo como en Investigación. El financiamiento al que acceden los investigadores para sus porfolios de proyectos proviene principalmente de organismos nacionales y la universidad sede del grupo de investigación. Para todos los casos, el porcentaje observado para el financiamiento internacional es menor a la mitad de cualquiera de las otras dos fuentes de financiamiento.Los investigadores de mejor calificación tienen la responsabilidad de la Gestión de Proyectos de I+D, incluyendo la identificación de fuentes de financiamiento, formulación, gestión y además la dirección de los recursos humanos para el logro de los objetivos del proyecto. Esta serie de responsabilidades compiten por el tiempo laboral y son de poco valor a los objetivos de los proyectos de I+D.De los resultados obtenidos tanto para los investigadores, como para las fuentes de financiamiento, se identifica una oportunidad para aumentar los fondos como la relación de fuentes de los proyectos de I+D. Que también permita disminuir la carga de trabajo sobre los mejores recursos humanos de los equipos de investigación de las universidades. En este sentido, resulta pertinente analizar la factibilidad de una estructura externa a los grupos de investigación que realice estas funciones. Con especialización en la gestión de proyectos de I+D, que incremente el acceso a fuentes de financiamiento internacional, identificando oportunidades, formulando y administrando proyectos y gestionando.

This article presents the results of the study of project management activities in R & D research teams at the Universidad Nacional del Mar del Plata, the Universidad Nacional del Cuyo and the Universidad Nacional del Litoral. The survey carried out on 120 researchers on the activities of the working day that they regularly develop includes Teaching, Research, Project Management of R&D, Extension and Others. The funding that researchers access for their project portfolios comes mainly from national agencies and the research group's university headquarters. For all cases, the percentage observed for international financing is less than half of any of the other two sources of financing. The best qualified researchers have the responsibility of the R&D Project Management, including the identification of sources of financing, formulation, management and also the direction of the human resources for the achievement of the objectives of the project. This series of responsibilities compete for working time and are of little value to the objectives of the R&D projects. From the results obtained both for the researchers and for the funding sources, an opportunity is identified to increase the funds as the list of sources of the R&D projects. That also allows to reduce the work load on the best human resources of the research teams of the universities. In this sense, it is pertinent to analyze the feasibility of an external structure to the research groups that perform these functions. With specialization in the management of R&D projects, which increases access to international financing sources, identifying opportunities, formulating and managing projects.
