¿Destinatarias o mediadoras? Mujeres, maternidades y políticas públicas en Argentina

Abstract

En los últimos años, asistimos a una creciente maternalización de las políticas de cuidado en Argentina, acentuada entre aquellas que construyen como población objetivo familias en situación de pobreza. Las mujeres madre se han convertido en interlocutoras privilegiadas de políticas y prestaciones estatales. A través de ellas, el Estado vehiculiza recursos y servicios que pretenden asistir a sus hijos en particular o al núcleo familiar en su totalidad, en tanto la provisión estatal de cuidados en Argentina se construye en base al trabajo de cuidados realizado al interior de los hogares. En cualquiera de los casos, las mujeres madre son interpeladas por el Estado en tanto mediadoras de políticas en los territorios, posicionándolas como en-cargadas de la tramitación y gestión de los mismos, lo cual tiende no sólo a reforzar el carácter de cuidadoras de las mujeres sino también a reproducir las estructuras de género sin alterar la división sexual del trabajo. Para acceder a estos recursos, se establecen una serie de criterios que llevan ínsita la premisa del «buen» maternar, (re)produciendo formas correctas e incorrectas de ejercer las maternidades conforme a valores, sentidos y expectativas sociales.

In the last years, we have witnessed a growing maternalization of care policies in Argentina, emphasized among those that build families in poverty as a target population. Women who are mothers have become privileged interlocutors for state policies and benefits. Through these women, the state provides resources and services that aim at assisting children in particular or the nuclear family as a whole, while the state provision of care in Argentina is built on the basis of care work carried out within homes. In any of the cases, women who are mothers are interpellated by the state as mediators of policies in the territories, positioning them as those in charge of processing and managing those policies. This situation tends not only to reinforce the nature of caregivers of women but also to reproduce gender structures without altering sexual division of labour. To access these resources, a series of criteria are established that carry the premise of «good» mothering, (re)producing correct and incorrect ways of exercising motherhood in accordance with social values, meanings and expectations.
