El mito del Sísifo mexicano: la historia del desarrollo de tecnología nuclear fallido

Abstract

Este artículo pretende efectuar un recorrido preliminar del programa nuclear mexicano entre 1950 y 1990, tratando de entender por qué no llegó a cumplir las metas de desarrollo en base a las cuales fue diseñado. Para ello, y en base a una metodología cualitativa de revisión bibliográfica y documental, el artículo se centra en el análisis de dos factores principales: la autonomía lateral de la principal agencia nuclear y el contexto internacional. Se sostiene que la falta de autonomía lateral de la CNEN / INEN / ININ, que operó en un ambiente de balcanización decisorial, y el contexto internacional restrictivo para el desarrollo de tecnología nuclear autónoma tuvieron peso en el derrotero de esta trayectoria.

This article aims to make a preliminary overview of the Mexican nuclear program between 1950 and 1990, trying to understand why it did not meet the development goals on the basis of which it was designed. To this end, and based on a qualitative methodology of bibliographic and documentary review, the article focuses on the analysis of two main factors: the lateral autonomy of the main nuclear agency and the international context. It is argued that the lack of lateral autonomy of CNEN/INEN/ININ, which operated in an environment of decision-making balkanization, and the restrictive international context for the development of autonomous nuclear technology infl uenced the course of this trajectory.
