Ingenieros, empresarios y Estado: la formación de la Cámara Argentina de la Construcción, 1936-1943

Abstract

La Cámara Argentina de la Construcción (CAC), organización empresarial de gran poder y relevancia en la economía argentina en general y del sector construcción en particular fue fundada el 6 de febrero de 1936. Nació en el seno del Centro Argentino de Ingenieros (CAI), promovida por socios profesionales titulares de dieciséis firmas nacionales, varias de ellas contratistas de obras públicas. En 1939 obtuvo su personería jurídica, contando ya con muchos más asociados y en 1942 renunció al vínculo directo con la asociación profesional, que en tal momento consideraba un freno a su crecimiento.El trabajo se propone indagar en el vínculo entre la CAC y el CAI, afirmando que esa relación facilitaba las negociaciones entre la cámara y el Estado, en base a la historia previa del Centro, que desde su creación en 1895 había cultivado intensos vínculos con el aparato estatal, en particular con el Ministerio de Obras Públicas (MOP).

The Argentine Chamber of Construction (CAC), a business organization of great power and relevance in the Argentine economy in general and the construction sector in particular, was founded on February 6, 1936. It originated from the Argentine Center of Engineers (CAI), promoted by professional associates in charge of sixteen national firms, several of them public works contractors. In 1939 it obtained its legal status, having grown already to include many more associates; and in 1942 it severed its direct link with the professional associations, which at that time it saw as a brake on its growth. This paper proposes to investigate the link between the CAC and the CAI, arguing that it facilitated negotiations between the Chamber and the State, on the basis of the previous history of the Center, which since its creation in 1895 had cultivated intense links with the state apparatus, and especially with the Ministry of Public Works (MOP).
