Análisis de la política habitacional desde el Derecho a la Ciudad Estudio de caso: Ciudad capital de La Rioja, Argentina

Abstract

El trabajo presenta algunos avances sobre un diagnóstico urbano-territorial realizado en la zona sur de la ciudad capital de La Rioja, Argentina, desde las perspectivas teóricas del Derecho a la Ciudad y el Ordenamiento Territorial. Se parte de entender a la vivienda vinculada al hábitat y por lo tanto a la escala urbano-territorial a fin de problematizar los efectos de la política habitacional que se viene ejecutando históricamente de manera sectorial. El diseño del estudio es de tipo exploratorio-descriptivo y se aplican elementos de la metodología del Ordenamiento Territorial.

This article presents some of the advances on the urban-territorial diagnosis carried out in the southern area of the capital city of La Rioja, Argentina. It was developed from the theoretical perspectives of the Right to the City and Territorial Management. For this work it is understood than the housing is link to the habitat and therefore to the urban-territorial scale. This allows to problematize the effects of the housing policy that has been historically implemented from a sectorial perspective. The design of this study is exploratory-descriptive and elements of the Territorial Management methodology were applied.
