Los comisarios de policía porteños, de la revolución a Rivadavia: Perfiles, trayectorias y autoridad

Abstract

En el marco de la construcción de las primeras configuraciones policiales en la ciudad de Buenos Aires y sus alrededores, destacan los comisarios de ciudad como una figura institucional. Nuestro interés por ellos inicia al momento de constatar la durabilidad en los cargos que ocupan, que contrasta con los vaivenes que experimentan otros agentes policiales del momento. A partir de ello, nos interrogamos por sus trayectorias, perfiles, tareas y funciones, a través de su rol dentro de la policía, cómo construyen una autoridad y cuáles son los elementos que la configuran, tanto en relación con sus superiores como respecto de sus vigilados. Nuestro observable son los seis comisarios de ciudad que actúan dentro de la Intendencia de Policía que se desenvuelve entre 1812 y 1821 y luego dentro del departamento que se reestructura a partir de ella durante el período rivadaviano. A partir de las órdenes superiores –partes cotidianos de la policía, con comunicaciones e instrucciones de los jefes al gobierno y a sus subalternos– y de archivos judiciales en los cuales aparecen estos comisarios y sus subalternos, además de diccionarios biográficos, abordamos a estos agentes que, para los años señalados, todavía se aprestan a un estudio que profundice nuestros conocimientos sobre ellos.

Within the framework of the construction of the first police configurations in the city of Buenos Aires and its surroundings, the city commissioners stand out as one of its most important figures. Our interest in them begins at the moment of confirming their longevity in the positions they occupy, which contrasts with the intermittence experienced by other police agents of the moment. This leads us to ask ourselves about their trajectories, profiles, tasks and functions, in order to examine, through their role within the police, how they build an authority and which elements set it up, both in relation to their superiors and in relation to groups they have to surveil. Our observable are the six city commissioners who act within the Police Intendency that develops between 1812 and 1821 and within the Department that is restructured from it during the Rivadavian period. From the superior orders –daily police parts, with communications and instructions from the heads to the government and their subordinates– and judicial archives where these police figures appear, added to biographical dictionaries, censuses and registers, we approach these agents that, for the years indicated, are still awaiting for a study that deepens our knowledge about them.
