Construcción de territorialidad y proyección del turismo en la comunidad mapuce Cayulef, Neuquén (Argentina)

Abstract

En la actualidad, el turismo avanzó en territorios del pueblo mapuce, como es el caso de la comunidad Cayulef, localizada en el sur de la provincia del Neuquén (Argentina), con interés en insertarse en la prestación de servicios. A raíz de esta iniciativa, en el año 2019 se realizaron talleres de capacitación dictados por el IPEHCS CONICET/UNCO destinados a esta comunidad. El artículo propone, por un lado indagar por qué y en qué contexto esta comunidad se interesapor el turismo, en un proceso de tensiones y disputas con los marcos de desarrollo estatal. Y por otro lado, reconocer, a partir de un proyecto financiado para un parador turístico, los desafíos que este presenta. El trabajo se basa en un diseño exploratorio cuyo enfoque metodológico cualitativo se asienta en información secundaria, la elaboración y dictado de una capacitación y la aplicación de una encuesta abierta a 12 integrantes de la comunidad para indagar sobre las visiones y representaciones en torno al turismo. En todas las instancias se tomó un registro de notas de lasideas emergidas de los debates y reflexiones. El artículo presenta el contexto que posibilita la iniciativa así como analiza los retos de pensar esta práctica desde el Kvme Felen ( [Buen vivir], Piciñam y otros, 2010). Se exponen las valoraciones y los avances de la comunidad a partirdel proyecto de un parador turístico sostenido por una línea de financiamiento obtenida para tal fin. Y reflexiona sobre una gestión del turismo que represente las demandas e identidad de la población, en un contexto de desigualdad con disputas abiertas, por el territorio y por los saberes y modo de proyectar el turismo. Este aparece como un posibilitador de sostenimiento del territorio y capaz de combinarse en un proceso de organización comunitaria. Finalmente el valor se asienta en presentar la articulación interinstitucional en territorio indígena y considerar la complejidad quepresenta el turismo para el pueblo mapuce.

Currently, tourism has advanced in the territories of the Mapuce people, as is the case of the Cayulef community, located in the south of the province of Neuquén, Argentina, with an interest in inserting itself in the provision of services. As a result of this initiative, in 2019 training workshops were held by the IPEHCS CONICET / UNCO for this community. The article proposes to reflect, on the one hand, to investigate why and in what context this community is interested in tourism, in a process of tensions and disputes with the state development frameworks. And on the other hand, to recognize, from a project financed for a tourist hostel, the challenges that it presents. The work is based on an exploratory design whose qualitative methodological approach is based on secondary information, the preparation and delivery of training and the application of an open survey to 12 members of the community to inquire about the visions and representations around tourism. In all instances, a record of notes was taken of the ideas that emerged from the debates and reflections. The article presents the context that makes the initiative possible as well as analyzes the remains of thinking about this practice from the Kvme Felen. The valuations and progress of the community from the project of a tourist hostel supported by a financing line obtained for this purpose are exposed. And it reflects on a management of tourism that represents the demands and identity of the population, in a context of inequality with open disputes, for the territory and for the knowledge and way of projecting tourism. This appears as an enabler to sustain the territory and capable of being combined in a process of community organization. Finally, the value is based on presenting the inter-institutional articulation in indigenous territory and considering the complexity that tourism presents for the Mapuce people.
