La región de la maquinaria agrícola en la Argentina reciente: Desafíos frente a la selectividad actoral y la fragmentación espacial durante el siglo XXI

Abstract

La relevancia económica de la producción de maquinaria agrícola la posicionó como caso testigo de una estrategia de desarrollo desplegada por el Estado nacional argentino para impulsar la construcción de regiones productivas. Sin embargo, la borrosidad de los conceptos del discurso nuevo-regionalista que subyace a esta estrategia significó serias dificultades para advertir las lógicas de territorialización en el marco de este tipo de regiones. El presente artículo tiene por objetivo analizar en profundidad el primer decenio (2006-2015) de la construcción regional impulsada en torno a esta actividad, para problematizar la relación entre su institucionalidad y espacialidad. Esta propuesta recupera cruces teóricos entre el debate sobre el desarrollo, el debate regional y el debate territorial y plantea una secuencia metodológica de análisis. En el caso de estudio, esta secuencia permite identificar las fortalezas de su territorialización y visualizar las fragilidades derivadas de la territorialización precaria por selectividad actoral y fragmentación espacial, a los fines de ponderar las posibilidades de reversión en la actualidad.

The economic relevance of the production of agricultural machinery positioned it as a leading case of a development strategy deployed by the Argentine National State to promote the construction of productive regions. However, the fuzzy concepts of the new-regionalist discourse that underlies this strategy, meant serious difficulties to notice the logics of territorialization in the framework of this type of regions. The objective of this article is to analyze in depth the first decade (2006-2015) of the regional construction promoted around this activity, in order to problematize the relationship between its institutionality and spatiality. This proposal recovers theoretical intersections between the development debate, the regional debate and the territorial debate and present a methodological sequence of analysis. In this case, this sequence makes it possible to identify the strengths of its territorialization and visualize the weaknesses derived from precarious territorialization due to actoral selectivity and spatial fragmentation, in order to weigh the possibilities of reversion at present.
