¿Ámbitos privilegiados de acumulación en Vaca Muerta?: El caso de Tecpetrol

Abstract

El objetivo de este artículo es investigar el desempeño de la empresa tecpetrol, subsidiaria del Grupo Techint en el área petrolera, durante el período 2016-2018. La hipótesis de trabajo es que la empresa fue beneficiada por la conformación de un ámbito privilegiado de acumulación de capital en torno a la explotación de la formación Vaca Muerta. Mediante la Resolución 46-E/2017 del ex Ministerio de Energía y Minería de la Nación se creó un Programa de Estímulo a la Producción de gas no convencional, al cual Tecpetrol se adhirió con su proyecto de producción de shale gas en el yacimiento Fortín de Piedra. El programa facilitó un salto productivo y la obtención de ganancias extraordinarias por parte de Tecpetrol con escaso riesgo empresario. La estrategia metodológica articula el análisis macro, para determinar la conformación de un ámbito privilegiado de acumulación (APA), y el análisis micro, por medio del estudio de caso de Tecpetrol. se utilizan distintas técnicas que van desde el análisis bibliográfico y documental hasta el análisis económico-financiero, y distintas fuentes, tales como la bibliografía específica sobre el tema, series estadísticas oficiales y los estados contables de la empresa.

the objective of this article is to investigate the performance of tecpetrol, a subsidiary of the techint group in the oil field, during the period 2016-2018. the working hypothesis is that the company was benefited by the formation of a privileged area of capital accumulation around the exploitation of the formation "Vaca Muerta". through Resolution 46-e / 2017 of the former Ministry of energy and mining of the nation, a program to stimulate unconventional gas production was created, to which tecpetrol adhered with its shale gas production project at the Fortín de piedra deposit. the program facilitated a productive leap and the obtaining of extraordinary profits by tecpetrol with little entrepreneurial risk. the methodological strategy articulates the macro analysis, to determine the conformation of a privileged area of accumulation (apa), and the micro analysis, through the case study of tecpetrol. different techniques are used ranging from bibliographic and documentary analysis to economic-financial analysis, and different sources, such as the specific bibliography on the subject, official statistical series and the accounting statements of the company.
