El sentido de lo público en la gestión territorial de prácticas institucionales con jóvenes matanceros

Abstract

Las articulaciones entre Estado y sociedad civil en el marco de la gestión de políticas públicas en Argentina han ido variando a lo largo de los diferentes contextos sociohistóricos e institucionales. A principios del siglo XXI se han gestado nuevos canales institucionales de participación ciudadana, como son los Consejos de Niñez y Juventud. Allí se intercambian opiniones entre actores territoriales, así como se elaboran políticas sociales en defensa de los derechos de la niñez y juventud. El artículo se propone abordar la gestión territorial de prácticas institucionales para la inserción sociolaboral de jóvenes, en el Municipio de la Matanza de la Provincia de Buenos Aires. Son prácticas de organizaciones de la sociedad civil que forman parte del Consejo de Niñez y Juventud del Municipio. Cómo se construye “lo público”, lo que es interés (y necesidad) común en esta gestión territorial, es uno de los interrogantes centrales del trabajo. Los datos se obtienen principalmente a partir de entrevistas en profundidad realizadas- entre 2018 y 2019- a referentes y miembros de las organizaciones de la sociedad civil, acerca de sus propias prácticas y experiencias de trabajo con jóvenes, orientadas a la inserción sociolaboral.

The articulations between the State and civil society in the framework of public policy management in Argentina have varied throughout the different socio-historical and institutional contexts. Since the beginning of the 21st century, new institutional channels for citizen participation have been created, such as the Councils for Children and Youth. There, opinions are exchanged between territorial actors, and social policies are developed in defense of the rights of children and youth. The article proposes to address the territorial management of institutional practices for the socio-labor insertion of young people in the Municipality of La Matanza of the Province of Buenos Aires. Those are practices of civil society organizations that are a part of the Council for Children and Youth of the Municipality. How the “public affair” is built, what is a common interest (and need) in this territorial management is one of the central questions of the work. The data is obtained mainly from in-depth interviews made - between 2018 and 2019 - with referents and members of civil society organizations, about their own practices and experiences of working with young people, aimed at socio-labor insertion.
