El certificado único de discapacidad en la argentina: historia de una política de discriminación positiva a la luz del análisis del sistema de salud

Abstract

En este artículo analizaré cómo está estructurado el sistema de salud en Argentina,y el lugar que tiene el Certificado Único de Discapacidad (CUD). Con este fin, porun lado, haré una historización en la que reconstruiré distintos hitos en la legislacióny las políticas públicas. Por otro lado, en base a distintos trabajos que relevanexperiencias concretas tanto de usuarios del certificado como de los agentesestatales responsables de su gestión, caracterizaré algunas de las tensiones querodean al CUD. Abriré, así, un debate en torno esta política diferencial, la cual sepresenta como imprescindible para el acceso a derechos universales en unporcentaje significativo de la población.

In this article I will analyse the way the health system is structured in Argentina, and the role that the disability certificate (CUD or Certificado Único de Discapacidad) plays in it. In order to do this, I will first make a review of its history, highlighting a number of particularly relevant changes in the approach taken by public policies and the law. Then I will describe certain tensions that have built around the CUD, based on the literature that studies concrete experiences both by CUD beneficiaries and state agents in charge of its issuance. That way, I will open a debate regarding the role of the CUD, which has become essential for a significant part of the population in order to access universal rights.
