Cooperación al desarrollo y relaciones internacionales: un campo de estudio en debate

Abstract

Se afirma que el estudio de la cooperación al desarrollo queda fuera del núcleo básico de la disciplina de las relaciones internacionales (RI). Sin embargo, la producción académica sobre este tema está lejos de haber sido escasa. Este artículo realiza un ordenamiento sistemático de la literatura más relevante a través del análisis de la evolución de sus debates (diferencias, coexistencias, separación y combinación entre diversas perspectivas teóricas). Ese recorrido permite observar cómo las transformaciones del orden internacional y el devenir teórico de la disciplina fueron situando cuatro ejes de debate: a) naturaleza de la ayuda exterior, b) métodos para estudiar las políticas de ayuda, c) fuerzas profundas detrás de las políticas de ayuda, y d) formas de conocer la ayuda y el desarrollo. Frente a la fractura actual del subcampo de estudio entre racionalistas y reflectivistas, aquí se postula la necesidad de diálogo teórico, robustez metodológica y un mayor énfasis en las investigaciones sobre el Sur Global.

The study of development cooperation is said to lie outside the core of the international relations (IR) discipline. However, academic production on this subject is abundant. This paper carries out a systematic ordering of the most relevant literature by analysing the evolution of its debates (differences, coexistence, separation and combination of different theoretical perspectives). This journey allows us to observe how the transformations in the international order and the theoretical evolution of the discipline established four axes of debate: a) the nature of foreign aid; b) the methods of studying aid policies; c) the deep forces behind aid policies; and d) the ways of understanding aid and development. Given the current divide in the subfield between rationalists and reflectivists, the need is postulated for theoretical dialogue, methodological robustness and a greater emphasis on research on the Global South.
