Educación y trabajo; problemas persistentes y miradas renovadas

Abstract

Los jóvenes de la región de América Latina y de Argentina comparten el hecho de ingresar a un mercado de trabajo donde predomina una condición laboral deteriorada que se expresa de múltiples modos. En este contexto es donde el desempleo y la precariedad son tendencias sobresalientes en lo que re$ ere al trabajo de la población joven. En este sentido es que el articulo tiene la intención de retomar parte de los debates en torno a la problemática actual de empleo joven considerando las recomendaciones propuestas de distintos organismos internacionales y contribuir al diseño de estrategias de programas y políticas públicas que promuevan la superación de los dé$ cits en materia de empleo juvenil. Más especí$ camente, la idea del texto es, por una parte, aportar información de la situación educativa y laboral de la población de jóvenes en Argentina a partir del procesamiento y análisis de datos estadísticos del INDEC. Por otra parte, establecer un dialogo con “El Informe Perspectivas Económicas de América Latina (OCDE/CAF/CEPAL, 2016)” (en adelante Informe), acerca de la viabilidad de impulsar un crecimiento inclusivo a través de fomentar el emprendimiento, sobre todo para aquellos jóvenes de hogares pobres o de la clase media vulnerable. La metodología aplicada fue triangulación de fuentes y de datos, relevando información estadísticos cuantitativos sobre indicadores educativos y laborales e informes cualitativos sobre la situación educativa y laboral de la población joven.

Young people from the Latin American region and Argentine share the fact of entering a job market where a deteriorated working condition prevails that is expressed in multiple ways. It is in this context that unemployment and precariousness are outstanding trends regarding the work of the young population. In this sense, the article intends to take up the debates around the current problem of youth employment considering the recommendations proposed by different international organizations and contribute to the design of program strategies and public policies that promote the overcoming of youth employment de! cits. More speci! cally, the idea of the text is, on the one hand, to provide information on the educational and employment situation of the youth population in Argentina from the processing and analysis of statistical data from INDEC. On the other hand, establish a dialogue with “The Latin American Economic Outlook Report (OECD / CAF / CEPAL, 2016)” (hereinafter Report), about the feasibility of promoting inclusive growth through promoting entrepreneurship, especially for those young people from poor households or the vulnerable middle class. The applied methodology a was triangulation of sources and data, revealing quantitative statistical information on educational and employment indicators and qualitative reports on the educational and employment situation of the young population.
