En este trabajo reviso, a partir de documentos y testimonios, la organización indígena local como un proceso particular, inserto en una coyuntura política y económica determinada por la “crisis del azúcar” y la expectativa en la tercera presidencia de Juan Domingo Perón. En este marco, consideraré cómo el crecimiento político, la concreción del Primer Parlamento de 1973 en Amaicha del Valle (Tucumán) y la definición de las reivindicaciones se vinculan con un entramado de relaciones y actores políticos diversos. Especialmente, ejemplificaré cómo la centralidad del reclamo territorial puede relacionarse con el estudio de una agencia estructuralmente antagónica a la organización indígena local, como el Consejo Federal de Inversiones. La complejidad de vinculaciones y retroalimentaciones presentes en este caso permiten comprender cómo, a pesar de su especificidad, la acción política indígena no puede analizarse aisladamente, sin considerar la compleja red en la que se inscribe y la potencialidad y alcance de su agencia como motor de transformación histórica.

In this work I review, from documents and testimonies, the local indigenous organization as a particular process inserted in a political and economic situation determined both, by the “sugar crisis” and expectations in the third presidency of Juan Domingo Perón. In this framework, I will consider how the political growth, the concretion of the First Parliament of 1973 in Amaicha del Valle (Tucumán) and the definition of the claims are linked to a network of relations and diverse political actors. I will especially exemplify how the centrality of the territorial claim may be related to the study of an agency structurally antagonistic to the local indigenous organization, such as the Federal Investment Council. The complexity of linkages and feedbacks present in this case will allow us to understand how, in spite of its specificity, indigenous political action cannot be analyzed in isolation, without considering the complex network in which it is registered and the potential and scope of its agency as a way of historical transformation.
