Los trabajadores ferroviarios y los programas de vivienda de las compañías: críticas, demandas y condiciones habitacionales en la Argentina de comienzos del siglo XX

Abstract

Este artículo analiza los programas de viviendas para trabajadores implementados por las empresas ferroviarias que funcionaban en la Argentina a comienzos del siglo XX, en un contexto signado por la escasa oferta habitacional y un constante aumento en el precio de los alquileres. Busca comprender las aspiraciones, intereses y demandas de los trabajadores ferrocarrileros y examinar cómo estos experimentaron, cuestionaron y disputaron los planes, condiciones y estrategias empresariales. Al examinar las irregularidades, arbitrariedades e incertidumbre que los trabajadores debieron enfrentar para acceder a las viviendas que ofrecían las compañías y estudiar las quejas y críticas que formularon sobre las características de las viviendas que se les proporcionaban, el foco está puesto tanto en la iniciativa y motivación patronal como en la perspectiva de los propios obreros. El artículo postula que, al formular denuncias y reclamar por sus derechos, los trabajadores ferroviarios participaron del debate por la vivienda obrera y fueron agentes activos que confrontaron las prestaciones habitacionales desplegadas por las empresas.

This article analyzes the housing programs for workers implemented by the railway companies that operated in Argentina at the beginning of the 20th century, in a context marked by the scarce housing supply and a constant increase in rent prices. It seeks to understand the aspirations, interests and demands of railroad workers and examine how they experienced, questioned and contested the plans, conditions and strategies of the companies. By examining the irregularities, arbitrariness and uncertainty that workers had to face in order to access the houses offered by the companies, and studying the complaints and criticisms they made about the characteristics of the houses provided to them, the focus is on both the employer's initiative and motivation as well as on the workers' own perspective. The article postulates that, by making complaints and claiming for their rights, railroad workers participated in the debate over workers' housing and were active agents that confronted the housing programs provided by the companies.
