Infraestructuras de agua potable y desigualdades hídricas en áreas periurbanas y rurales del Chaco salteño, Argentina

Abstract

El artículo indaga en los desafíos que enfrenta la provincia de Salta en su región chaqueña en torno al acceso y la gestión del agua. Interesa analizar las principales fuentes de abastecimiento en áreas históricamente deficitarias de redes de servicio e indagar allí el complejo entramado de políticas, programas y actores que intervienen en la provisión del agua. Buscaremos dar cuenta de los alcances y limitaciones que enfrentan las infraestructuras hídricas descentralizadas en la región. Para ello, apelaremos a un enfoque centrado en la gobernabilidad del agua y la antropología de las infraestructuras. El método adoptado es mixto, permitiendo la triangulación de fuentes primarias (entrevistas) y secundarias (relevamiento y análisis de diversos documentos, estadísticas, cartografía, hemerografía y material legislativo).

The article investigates the challenges faced by the Chaco region of the Salta province regarding water access and management. It analyzes the main sources of supply in historically deficient areas of service networks and investigates the complex network of policies, programs and actors that intervene in the provision of water. We will seek to account for the scope and limitations faced by decentralized water infrastructures in the region. For this we will appeal to an approach centered on water governance and the anthropology of infrastructures. The method adopted is mixed, allowing the triangulation of primary sources (interviews) and secondary sources (survey and analysis of various documents, statistics, cartography, hemerography and legislative material).
