El mapa de la discriminación: Reflexiones sobre la insistencia del sexismo y el racismo en la construcción de encuestas

Abstract

En esta tierra colonizada que es la Argentina, poco accesible para diversidades no funcionales al neoliberalismo o al patriarcado, el racismo, el sexismo, la homofobia, la misoginia continúan reproduciéndose como sentidos de odio, violencia y discriminación. Pero entonces, en ocasiones las técnicas de gobierno que buscan luchar contra tal discriminación acaban por reafirmarla en su mismo movimiento. Acerca de tales discriminaciones sociales, en 2019 el Instituto Nacional contra la Discriminación, la Xenofobia y el Racismo -INADI- puso en marcha la aplicación de encuestas en todo el territorio nacional a los fines de relevar y analizar percepciones, representaciones y experiencias en la ciudadanía. El Mapa de la Discriminación pretende distinguir cómo ésta se expresa en cada región, provincia y/o localidad, para el desarrollo y diseño de políticas públicas para erradicarla.El presente trabajo realiza un abordaje desde una mirada crítica y reflexiva de algunos puntos de dicha encuesta. La problemática cobra interés en tiempos de pandemia por COVID19, en que se pone de relieve, como indica Paul Preciado (2020) que “el virus, como nos enseñó Derrida, es, por definición, el extranjero, el otro, el extraño”. El artículo propone una abordaje desde el marco teórico acerca del lenguaje, el discurso, el poder y la identidad que propone Judith Butler (1997, 2007), que pone de relieve el estatuto performativo —y no solamente descriptivo— de las enunciaciones identitarias. Pero además señala el problema de la vulnerabilidad lingüística y del ejercicio de la fuerza del lenguaje incluso cuando se intenta contrarrestar los discursos discriminatorios. Se retoman en esta línea otras perspectivas teóricas situadas en Latinoamérica que echan luz sobre la problemática, de la mano de María Lugones (2008) y Rita Segato (2007, 2018).

In this colonized land that is Argentina, not very accessible to diversities that are not functional to neoliberalism or patriarchy, racism, sexism, homophobia, misogyny continue to reproduce as meanings of hatred, violence and discrimination. But then, sometimes the techniques of government that seek to fight against such discrimination end up reaffirming it in their own movement. The insidious presence of the virus that unleashes the COVID19 pandemic begs the question of how to control the national body. While new relational rules are normalized, violence and hate speech are modulated and ramified, the same bodies tied to the intersections that trace racism, sexism, classism, among other injustices, are discriminated and segregated. Regarding such social discrimination, in 2019 the National Institute against Discrimination, Xenophobia and Racism -INADI- launched the application of surveys throughout the national territory in order to collect and analyze perceptions, representations and experiences in citizenship. The Discrimination Map aims to distinguish how it is expressed in each region, province and / or locality, for the development and design of public policies to eradicate it. The present work makes an approach from a critical and reflective perspective of some points of said survey. The problem takes on interest in times of the COVID19 pandemic, in which it is highlighted, as Paul Preciado (2020) indicates that "the virus, as Derrida taught us, is, by definition, the foreigner, the other, the stranger." The article proposes an approach from the theoretical framework about language, discourse, power and identity proposed by Judith Butler (1997, 2007), which highlights the performative - and not only descriptive - status of identity enunciations. But it also points out the problem of linguistic vulnerability and the exercise of the force of language even when trying to counteract discriminatory discourses. Along these lines, other theoretical perspectives located in Latin America that shed light on the problem are taken up, from the hand of María Lugones (2008) and Rita Segato (2007, 2018).
