Государственный террор в Аргентине (1975- 1983) – часть истории ХХ в

Abstract

В данной статье рассматривается история государственного терроризма в Аргентине в 1975-1983 гг. в рамках исторического процесса всего ХХ в. В качестве эссе и на основе наших предыдущих исследований, а также на опираясь на историографию вопроса, мы предлагаем рассмотреть условия парадигмы массового насилия в трех исторических переменных. Во-первых, рассмотрим долгосрочные процессы, начав исследование первых десятилетий ХХ в. Затем среднесрочные: рассмотрев процессы в 1950-е, 1960-е и 1970-е гг. И, наконец, обратимся к краткосрочной перспективе, к ситуации 1973-1976 гг. В каждом разделе рассматривается комплекс аналитических элементов, необходимых для для понимания и объяснения процесса нарастания репрессии, кульминацией которых стало уничтожение политических оппонентов в семидесятые годы. Мы анализируем действия ряда ключевых акторов – вооруженных сил, сил безопасности, конституционных правительств, правительств де-факто и гражданских, участников репрессий. В то же время мы включаем в анализ другие ключевые элементы: исключительные условия действия, военная доктрина, дегуманизация врага, законные и незаконные методы, репрессивные практики и опыт. Мы надеемся включить государственный терроризм в историческую картину времени для лучшего понимания и объяснения этого явления чрезвычайной сложности.

Este artículo explora la historia del terrorismo de Estado en la Argentina durante los años 1975-1983 como parte de un proceso que cubre todo el siglo XX. A modo de ensayo y basándonos en nuestras investigaciones previas, así como en la bibliografía específica, la propuesta es explicar las condiciones de posibilidad de un caso paradigmático de violencia masiva incluyendo tres variables temporales. En primer lugar, se exponen los procesos de largo plazo, estudiando las primeras décadas del siglo XX; después los de mediano plazo, trabajando las décadas de 1950, 1960 y 1970 y, por último, los de corto plazo abordan la coyuntura 1973-1976. En cada sección se trata un conjunto de elementos analíticos que consideramos fundamentales para comprender y explicar el proceso de acumulación represiva que se conecta con la masacre de opositores políticos en los años setenta. Hemos considerado una serie de actores clave: las Fuerzas Armadas, las Fuerzas de Seguridad, los gobiernos constitucionales, los gobiernos de facto y los actores civiles vinculados a la represión. A su vez, incluimos un conjunto de elementos, también decisivos: los marcos de excepción, la doctrina militar, la deshumanización del enemigo, los métodos legales e ilegales, y las prácticas y experiencias represivas. Esperamos insertar el terrorismo de Estado en una historia diversa y multideterminada, en vistas de comprender y explicar mejor un fenómeno de extrema complejidad.

This article explores the history of state terrorism in Argentina during the years 1975-1983, integrating it into a process that covers the entire 20th century. By way of an essay and based on our previous research, as well as on the specific bibliography, the proposal is to explain the conditions of possibility of a paradigmatic case of mass violence including three temporal variables. In the first place, long-term processes are exposed, studying the first decades of the 20th century; then those of the medium term, working on the decades of 1950, 1960 and 1970 and, finally, those of the short term address the conjuncture 1973-1976. Each section deals with a set of analytical elements that we consider essential to understand and explain the process of repressive accumulation that is connected with the massacre of political opponents in the 1970s. In general, we have targeted a series of key actors: the Armed Forces, the Security Forces, constitutional governments, de facto governments, and civil actors linked to the repression. At the same time, we include a set of elements, also decisive: the frameworks of exception, the military doctrine, the dehumanization of the enemy, the legal and illegal methods, and the repressive practices and experiences. We hope to insert state terrorism into a diverse and multi-determined history, in order to better understand and explain a phenomenon of extreme complexity.
