Think tanks y neoliberalismo en Colombia en los años 1980 y 1990: la Revista e Instituto Ciencia Política

Abstract

A partir de la caracterización de la revista Ciencia Política y la inauguración del Instituto del mismo nombre, considerando su funcionamiento y composición, este trabajo dará cuenta de una estrategia de producción de ideas sobre el neoliberalismo en Colombia entre 1985 y 1999. A partir del análisis de los números digitalizados de la revista Ciencia Política, obtuvimos datos que contribuyen al estudio de los think tanks como actores clave en la difusión de las ideas del neoliberalismo en América Latina. Además, el trabajo se interroga por las posiciones adoptadas por este think tank colombiano sobre el neoliberalismo. Con el objeto de responder a este interrogante, en primer lugar, reponemos algunas nociones que nos permitirán caracterizar al neoliberalismo como una noción teórica, disputada por distintos sectores, a la vez que como experiencia históricamente situada que adoptó características variopintas en los países que conforman América Latina durante los años 1980 y 1990. En segundo lugar, realizamos una descripción de la revista Ciencia Política de Colombia y el Instituto del mismo nombre, donde tomamos en cuenta su conformación, propósitos y el grupo de expertos que formaron parte de este proyecto entre 1985 y 1999. Por último, indagamos en las posturas sobre el neoliberalismo plasmadas en la revista Ciencia Política, considerando algunos de los matices que presentan las ideas allí expuestas en torno al Estado, así como también los puntos de cohesión.

Based on the characterization of the magazine Ciencia Política, considering its operation and composition, and the inauguration of the Institute of the same name, this work will give an account of the strategy of the production of ideas about neoliberalism in Colombia between 1985 and 1999. From the analysis of the digitized numbers of the Political Science magazine, we obtained data that contribute to the study of think tanks as key actors in the dissemination of the ideas of neoliberalism in Latin America. In addition, the work questions the positions adopted by this Colombian think tank on neoliberalism. In order to answer this question, in the first place, we reposition some notions that will allow us to problematize neoliberalism as a theoretical notion, disputed by different sectors, as well as a historically situated experience that adopted diverse characteristics in the countries that make up Latin America during the 1980s and 1990s. Secondly, we make a brief characterization of the Ciencia Política magazine of Colombia and the Institute of the same name, where we consider its composition, purposes and the group of experts who were part of this project between 1985 and 1999. Finally, we investigate the positions on neoliberalism embodied in the Ciencia Politíca magazine, considering some of the nuances presented by the ideas found in it, as well as the points of cohesion.
