La encrucijada de la UCR santafesina: Entre dos coaliciones de gobierno

Abstract

Este trabajo aborda la estrategia coalicional de la UCR de la provincia de Santa Fe de cara al proceso electoral 2019. Se trata de un caso peculiar en el cual el partido formaba parte simultáneamente de dos coaliciones gubernamentales (provincial y nacional) diferentes y antagónicas, ocupando un lugar secundario en cada una de ellas. En este contexto, la UCR debió decidir en cuál de ellas permanecer. Se procuró establecer los costos y beneficios que le suponían al partido la suscripción a una coalición u otra, teniendo en cuenta las constricciones impuestas por las reglas electorales existentes. Se concluye que la estrategia finalmente empleada por la UCR (priorizar el acuerdo nacional por sobre el provincial) no constituyó la mejor opción de supervivencia posible.

In this work we address the coalitional strategy adopted by the UCR (Radical Civic Union) in the Santa Fe province with facing the 2019 electoral process. This is a peculiar case because the party was simultaneously part of/involved with two different and antagonistic government coalitions (the provincial and the national), occupying a secondary place in each of them. Given this context, the party had to decide which to keep/where to stay. Throughout the investigation, we set the costs and benefits stemming from one coalition or the other, taking into account the constraints imposed by the current elec-toral rules. We conclude that the strategy actually opted for by UCR (prioritizing the national agreement over the provincial one) was not the best possible survival option.
