Vocación social y alta función pública en el gobierno de Cambiemos: los referentes de la sociedad civil saltan al Estado

Abstract

Este artículo indaga los procesos de reclutamiento de referentes de Organizaciones de la Sociedad Civil hacia la alta función pública en el Ministerio de Desarrollo Social con la llegada de Mauricio Macri a la presidencia argentina en 2015. A partir del análisis de entrevistas y fuentes documentales, se estudian las motivaciones que llevaron a estos referentes a dejar el mundo de la sociedad civil para migrar al Estado, las redes que se activaron para operar este reclutamiento, y las visiones y percepciones sobre el Estado, lo social, la acción de gobierno y el rol de las OSC. El trabajo muestra la impronta particular de este grupo que se desmarca tanto de la gestión tecnocrática de política social propia de los 90, tercerizada y alejada del territorio, como del involucramiento político partidario propio del kirchnerismo. Documenta la construcción de una identidad profesional que combina vocación social con el desarrollo de capacidades técnicas y experiencia en territorio; lo que los legitima en su salto al Estado.

This article explores the processes of recruitment of referents from Civil Society Organizations to high public function in the Ministry of Social Development with the arrival of Mauricio Macri to the Argentine presidency in 2015. From the analysis of interviews and documentary sources, we study the motivations that led these leaders to leave the world of civil society to migrate to the State, the networks that were activated to operate this recruitment, and the visions and perceptions about the State, the social, government action and the role of CSOs. The work shows the particular imprint of this group, which differs both from the technocratic management of social policy typical of the 90s, outsourced and far from the territory, as well as from the political party involvement typical of Kirchnerism. It documents the construction of a professional identity that combines a social vocation with the development of technical capacities and experience in the territory; what legitimizes them in their leap to the State.
