Cultura en guerra: La Primera Guerra Mundial y la acción bibliotecaria del Estado Nacional en la Argentina (1914-1921)

Abstract

Las consecuencias de la Primera Guerra Mundial no se limitaron al territorio involucrado directamente en el enfrentamiento, sino que tuvieron un alcance global que, como ha señalado la historiografía reciente, no excluyó a las naciones latinoamericanas. En este trabajo se exploran los efectos de esta contienda sobre la reconfiguración de las relaciones entre el Estado argentino y las instituciones culturales, atendiendo, en particular, a la acción desplegada por el gobierno nacional en favor de las bibliotecas populares entre 1914 y 1921, momento que se reglamentó el funcionamiento interno de la Comisión Protectora de Bibliotecas Populares a nivel nacional. De este modo, se demuestra que el conflicto constituyó un momento clave en el debate sobre las formas y los alcances que debía asumir la participación estatal en la materia, así como en el diseño de agencias, normas y mecanismos de regulación del sector. Mediante documentación oficial, se reconstruyen las condiciones económicas a las que se vieron sometidas las entidades con motivo de la crisis, las discusiones que se produjeron en torno a la participación presupuestaria que debía otorgarse a la cultura y, por último, las tentativas de organización burocrática y normativa como respuesta a las limitaciones del sistema evidenciadas durante esos años.

The consequences of the First World War were not limited to the territory directly involved in the confrontation, but had a global reach that, as recent historiography has pointed out, did not exclude Latin American nations. This work explores the effects of this contest on the reconfiguration of relations between the Argentine State and cultural institutions, paying particular attention to the action taken by the national government in favor of popular libraries between 1914 and 1921, year in which the internal functioning of the national Commission for the Protection of Popular Libraries level was regulated. Thus, we demonstrate that the conflict constituted a key moment in the debate on the forms and scope that state participation should assume in the matter, as well as in the design of agencies, norms and mechanisms of regulation of the sector. Through official documentation, the paper reconstructs the economic conditions to which the entities were subjected due to the crisis, the discussions that took place around the budget participation that should be granted to culture, and, finally, the attempts to create a bureaucratic organization and legal regulations in response to the limitations of the system evidenced during those years.
