Entrenando al espía: la adecuación de funciones para tareas de inteligencia en la Prefectura Naval Argentina (1973-1975)

Abstract

El presente artículo procura aportar conocimientos sobre los procesosde adecuación de misiones y funciones de la Prefectura Naval Argentina en elcontexto de intensificación de las políticas represivas desplegadas por el Estadoargentino en la primera mitad de la década de 1970. El recorte temporalobservado condensa un momento de profunda tensión entre las funciones dedefensa y seguridad del Estado respecto de su intervención en el escenario socialinterno. De este modo, reconstruye y analiza procesos de conformación yadaptación de delegaciones y secciones con funciones de inteligencia en unperíodo que comprende los momentos finales de la dictadura autodenominadaRevolución Argentina (1966-1973) y la tercera experiencia del peronismo en elgobierno, hasta el golpe militar de 1976. Para esto, estudia una serie decomunicaciones, directivas e instrucciones obrante en el archivo del Servicio deInformaciones de la Prefectura Argentina "Zona Atlántico Norte". El escritobusca echar luz sobre instancias prácticas de formación de prefectos en labores deinteligencia y repondrá una serie de procedimientos burocráticos tendientes aacrecentar la presencia estatal, en este caso para el control y la vigilancia. Laserie de directivas, órdenes e instrucciones aquí analizadas hacen a un universo derecursos institucionales tendientes a dotar de herramientas, elementos doctrinales y saberes a los oficiales. Permiten, a su vez, acceder a un proceso de transmisióncomunicacional, de acercamiento de la teoría a la práctica. Para esto, sereconstruirá la genealogía burocrática de los esfuerzos institucionales orientados aconvertir una fuerza de seguridad dedicada a la custodia de las fronterasmarítimas y navegables en una herramienta para la identificación de personas yel control de la población. Estos resultados buscan iluminar las relaciones dedependencia funcional respecto de la Armada Argentina y la participación de lasfuerzas de mar en la represión a civiles.

This article is intended to provide information on the adaptation process affecting the missions and functions of the Argentine Naval Prefecture in a context of intensified repressive policies implemented by the Argentine State in the first half of the 1970s. The time frame observed in this work constitutes a moment of profound tension between the State’s defense and security functions and its intervention and the internal social scenario. Hence, it reconstructs and analyzes the processes of conformation and adaptation of delegations and sections dedicated to intelligence functions in a period including the final moments of the dictatorship —the self-proclaimed “Argentine Revolution” (1966-1973)— and the third experience of Peronism in government until the military coup of 1976. To this end, it analyzes a series of communications, directives and instructions from the archives of the Information Service of the "North Atlantic Zone" Argentine Prefecture. This paper seeks, thus, to shed light on practical instances of the training of prefects in intelligence matters and report a series of bureaucratic procedures aimed at increasing the state presence for control and surveillance matters. The directives, orders and instructions analyzed here conform a universe of institutional resources meant to provide intelligence officers with tools, doctrinal elements and key knowledge. Furthermore, they reveal a process of communicational transmission, bringing theory and practice closer together. To this end, the bureaucratic genealogy of institutional efforts aimed at turning a security force dedicated to the custody of maritime and navigable borders into a tool for personal identification and population control will be reconstructed. The results are intended to illuminate the relations of functional dependence on the Argentine Navy and the participation of the maritime forces in the repression of civilians.
