Ciudad media, gobierno municipal y problemática habitacional: un estudio de caso en la Provincia de Buenos Aires (Argentina)

Abstract

Sobre la base de un trabajo de investigación antropológico, el artículo reflexiona respecto a cómo se construye y gestiona la problemática habitacional en una ciudad media de la provincia de Buenos Aires. Se parte por recuperar las intervenciones del gobierno municipal en torno a la temática urbano-habitacional en tanto habilitaron la generación de fenómenos de informalidad urbana así como de acciones colectivas por parte de la ciudadanía. Posteriormente, se da cuenta de la experiencia de lucha y trabajo de una agrupación emblemática en materia habitacional local y de un evento de ocupación masiva de terrenos, en pos de iluminar las tensiones existentes entre diferentes formas de “hacer ciudad”.

Based on an anthropological research work, the article reflects on how housing problems are built and managed in an average city in the province of Buenos Aires. The starting point is to recover the municipal government’s interventions around the urban-housing issue as they enabled the generation of urban informality phenomena as well as collective actions by citizens. Subsequently, he becomes aware of the experience of struggle and work of an emblematic group in local housing matters and of an event of massive occupation of land, in order to illuminate the existing tensions between different ways of “making the city”.
