Envejecimiento y género: Un estudio comparado de las políticas de cuidados en Argentina, España y Uruguay

Abstract

La iniciativa de comparar las políticas de cuidado de personas mayores en Argentina, España y Uruguay surge al constatar que estos tres países comparten algunas características semejantes:son sociedades envejecidas, con apego cultural a tradiciones familistas y una fuerte asignación femenina de los cuidados. Este artículo se propone: a) caracterizar la población de personasmayores en Argentina, Uruguay y España teniendo en cuenta la perspectiva de género; y b) comparar las políticas del cuidado a personas mayores los tres países. La estrategia metodológica con base en fuentes secundarias incluyó el relevamiento bibliográfico, análisis estadísticoy marcos legales que permiten comparar los tres países seleccionados. Independientemente de los contextos regionales, se observan similitudes en ciertas tendencias como el aumento dela esperanza de vida, la disminución de la fecundidad, las pronunciadas heterogeneidades regionales de la población mayor así como dificultades con la profundización de las políticas de ajuste que acrecientan la vulnerabilidad de este segmento poblacional en estos países.

The initiative to compare the care policies of the elderly in Argentina, Spain and Uruguay arises from the fact that these three countries share some similar characteristics: they are aging societies, cultural attachment to family traditions and a strong female allocation of care. This article aims to: a) characterize the population of older people in Argentina, Uruguay and Spain taking into account the gender perspective; and b) to compare the policies of care for the elderly in the three countries. The methodological strategy based on secondary sources included a bibliographic survey, statistical analysis and legal frameworks that allow the three selected countries to be compared. Regardless of the regional contexts, similarities are observed in certain trends such as the increase in life expectancy, in the decrease in fertility, in the pronounced regional heterogeneities of the elderly population as well as and difficulties with the deepening of the adjustment policies that increase the vulnerability of this population segment in these countries.
