Censos agropecuarios, territorios inmateriales y procesos de mercantilización: El caso de las explotaciones sin límites definidos en Argentina

Abstract

Las explotaciones sin límites definidos (ESLD) son parte de la estructura agraria Argentina, en especial de las regiones semiáridas habitadas por campesinos y pueblos originarios e indígenas. El período entre los censos nacionales agropecuarios (CNA 2002/2018), muestra la desaparición de 10.337 ESLD para cuatro de las províncias (Santiago del Estero, Salta, Jujuy y Neuquén) ubicadas en la región semiárida y con mayor número de ESLD. La expansión territorial del capital sobre estos territórios, se da en estas províncias sobre el avance de la frontera agropecuaria, la adquisición de tierras para el turismo, la megaminería y la extracción de hidrocarburos con la participación de grandes inversiones de capital nacional e internacional. Ese proceso es esperable y deseado por parte del capitalismo, puesto que responde al territorio imaginado por el pensamiento colonizante, materializado en el agronegocio y el extractivismo. En esa línea y puesto que los datos confirman este proceso, no hay preocupación alguna sobre el grado y calidad de cobertura estadística con respecto al universo de estudio, tomando la información que arroja el CNA 2018 como cierta y verás. Este artículo buscará demostrar que el CNA 2018 presentó falencias en el barrido censal y que el mismo impactó en la subvaloración de las ESLD. También intentará reflexionar sobre el significado de esa subvaloración y la necesidad por parte de los movimientos sociales campesinos e indígenas, en extender su lucha al territorio de las ideas, en especial en la generación de información por parte del sistema estadístico nacional.

The exploitations without defined limits (EWDL) are part of the Argentine agrarian structure, especially in the semi-arid regions inhabited for peasants and native and indigenous peoples. The period between the national agricultural censuses (CNA 2002/2018) shows the disappearance of 10,337 EWDL for four of the provinces (Santiago del Estero, Salta, Jujuy and Neuquén) located in the semi-arid region and with the highest number of EWDL. The territorial expansion of capital on these territories, occurs in this provinces over the advance of the agricultural frontier, the acquisition of land for tourism, mega-mining and the extraction of hydrocarbons with the participation of large investments of national and international capital. This process is expected and desired by capitalism, since it responds to the territory imagined by colonizing thought, materialized in agribusiness and extractivism. Along this line and given that the data confirm this process, there is no concern whatsoever about the degree and quality of statistical coverage with respect to the universe of study, taking the information provided by the CNA 2018 as certain and truthful. This article will seek to demonstrate that the CNA 2018 presented deficiencies in the census sweep and that it had an impact on the undervaluation of EWDLs. An attempt will also be made to reflect on the meaning of this undervaluation and the need from peasant and indigenous social movements to extend their struggle to the territory of ideas, especially in the generation of information by the national statistical system.
