Las disputas por el gas: tarifazo, acción colectiva y servicio público en la Argentina reciente

Abstract

el artículo analiza un proceso de resonancia en la arena pública en la argentina en el primer año de gobierno de la alianza cambiemos, vinculado con las protestas sociales ocurridas en 2016 en relación con el denominado “tarifazo” del servicio público del gas. esta problemática nos permite dar cuenta de un momento particular de conflictos societales más generales por la energía en el contexto de una reorientación general de diversas políticas llevadas adelante por la actual gestión gubernamental. con esta finalidad y a partir de una orientación cualitativa de investigación social, se distinguen cuáles fueron los actores sociales que impulsaron y acompañaron estas protestas y la dinámica confrontativa que las distingue, qué criterios valorativos e idiosincráticos fueron movilizados tanto por aquellos como por los actores estatales, y se indaga en qué medida el “tarifazo” habilitó una ventana de oportunidad para discutir públicamente sobre la cuestión de la producción y distribución del gas.

the article analyzes one process of resonance in the public arena in argentina in the first year of the alianza cambiemos administration, linked to the social protests that occurred in 2016 in relation to the so-called "tarifazo" (price hike) of the public gas service. this problem allows us to account for a particular moment of more general societal conflicts over energy in the context of a general reorientation of various policies carried forward by the current government administration. With this purpose and oriented by qualitative social research, the social actors that promoted and accompanied these protests and the confrontational dynamic that distinguishes them are identified; evaluative and idiosyncratic criteria that were mobilized both by those and by the state actors are distinguished, and the extent to which the "tarifazo" enabled a window of opportunity to publicly discuss the problems of gas production and distribution was investigated.
