Evaluation in Argentina

Abstract

The institutionalization of the evaluation function has historically been marginal for the different governments of Argentina. There does not exist within the organic structure of the national Executive Branch a unit responsible for planning as well as the practice and coordination of the evaluation functions of programs and policies, while the relationships of competences and responsibilities are segmented into a plurality of organisms. The regulatory norms found in the monitoring and evaluation relationships centre primarily on realities focused on control and expenditure monitoring (accounting audit) instead of looking at the side of learning and contribution to planning. The evaluation experiences at the different levels of the national Executive Power are made up of fragmented and disjointed experiences, the design of a global vision and the granting of a strategic and strategic sense. It favours and enhances both the promotion and use as well as the capacity building in the evaluation.
