«Las cosas en su lugar»: reflexiones biopolíticas sobre el diseño neoliberal de Buenos Aires a 30 años de la publicación de Merecer la ciudad

Abstract

En este artículo se analizan las reformas neoliberales programadas para Buenos Aires durante la última dictadura militar argentina. Para esto, se retoma el estudio clásico de Oscar Oszlak en Merecer la ciudad, publicado hace 30 años, con el objetivo de releerlo en clave biopolítica, a partir de los análisis que Michel Foucault realizaba de forma contemporánea a aquellos programas diseñados e implementados por el gobierno dictatorial municipal. En este sentido, se propone distinguir entre el poder soberano de hacer morir y dejar vivir, ejercido por el poder ejecutivo nacional (apartado I), y el biopoder de hacer vivir y abandonar a la muerte, diseñado desde el poder ejecutivo municipal de Buenos Aires (apartado II), para mostrar el modo en que funcionaron de manera conjunta y coordinada como una verdadera división del trabajo del gobierno dictatorial, en su intento por implantar el régimen neoliberal.

This paper proposes to make an analysis of neoliberal reforms programmed during the last Argentine military dictatorship for Buenos Aires. To do this, the classic study by Oscar Oszlak in Deserve the city, published 30 years ago, is taken up with the aim of rereading it in a biopolitical key, taken the perspective of the analyzes that Foucault carried out in a contemporary way to those urban and social reform programs designed and implemented in Buenos Aires by the municipal dictatorial government. In this sense, this paper proposes to distinguish between the sovereign power to make die and let live, exercised by the national executive power (section I) and the biopower to make live and abandon to death, designed by the municipal executive power of Buenos Aires (section II). The goal is to show how they powers functioned together and coordinated as a true division of labor of the dictatorial government in their attempt to implant the neoliberal regime in Argentine.
