Reinstitucionalización de la investigación científica en la Universidad Nacional de San Juan durante la recuperación democrática argentina (1983-1989)

Abstract

El presente estudio avanza sobre la función de investigación en la Universidad Nacional de San Juan (UNSJ-Argentina) durante la recuperación democrática de los años 1983-1989. Caracteriza, además, la política científica y tecnológica (CyT) de aquellos años, focalizando en el vínculo entre el CONICET y las Universidades Nacionales. Para ello, se recurre al cruce epistemológico-conceptual entre el enfoque históricoestructural latinoamericano y la sociología reflexiva propuesta por Pierre Bourdieu. El trabajo se erige desde el relacionismo metodológico bourdiano, comprendiendo la articulación de dos accesos. El primero, caracteriza, las condiciones estructurales de la UNSJ durante el periodo en estudio; y el segundo recupera testimonios orales de agentes significativos (funcionarios públicos, investigadores, docentes) a partir del desarrollo de entrevistas en profundidad. Modos de conocimiento que se encuentran en permanente articulación. Los hallazgos se desprenden de una línea de conocimiento desarrollada en la UNSJ (PROJOVI Res: 0338/FCS/2016; PICT Res: 310- 18; CICITCA Res: 021/18-CS), los cuales han permitido demostrar que, si bien la política CyT en dicho periodo coadyuvó a un relativo crecimiento de las capacidades de investigación de la universidad estudiada, éste fue heterogéneo y tendiente a ponderar áreas que históricamente se han ubicado en posiciones dominantes, tales como las ciencias exactas e ingenierías.

The present study examines the development of the research function at the National University of San Juan (UNSJ-Argentina) during the period of restoration of democracy (1983-1989). It also characterizes the scientific and technological policy (CyT) implemented during the presidency of Alfonsín, focusing on the link between CONICET and the National Universities, promoted by the then called Secretary of State for Science and Technology (SECYT). To this end, we have used an epistemological and conceptual cross-analysis between the Latin American historical-structural approach and the reflexive sociology proposed by Pierre Bourdieu. In line with the analysis, the work is based on Bourdieu's methodological relationism, comprising the articulation of two accesses. The first characterizes the structural conditions of the UNSJ during the period under study; and the second recovers oral testimonies from significant agents (public officials, researchers and teachers) from the development of indepth interviews. Both are in permanent interaction throughout the article. The findings expressed in this work are derived from a line of knowledge developed within the framework of the UNSJ (PROJOVI Res: 0338 / FCS / 2016; PICT Res: 310-18; CICITCA Res: 021/18-CS). These have allowed us to demonstrate that, although the CyT policy carried out during the period studied contributed to a relative growth of the research capacities in the aforementioned university, such an advance was heterogeneous and aimed at weighing areas that have historically been placed in dominant positions, such as exact sciences and engineering.
