Midiendo la estabilidad ministerial en los inicios del Estado argentino (1898-1930)

Abstract

Este artículo releva y analiza la composición y estabilidad de los gabinetes de ministros de los presidentes argentinos desde la reforma constitucional de 1898 y hasta el primer golpe militar del país en 1930. El primer objetivo es dar cuenta de los ministros que fueron designados en los diversos departamentos y su permanencia en ellos. La fuente a emplear son los Libros de Actas de Juramentos de los Miembros del Gobierno de la Nación Argentina, pertenecientes a la Escribanía General de la Nación. Segundo, se analizará la estabilidad/inestabilidad de los gabinetes, medida a partir de una herramienta específica aquí propuesta, el Índice de Estabilidad de Gabinetes, que procura convertirse en un instrumento útil para futuros análisis sobre otros períodos y/o regímenes presidencialistas. Finalmente, se formularán reflexiones acerca de los resultados obtenidos, bajo una perspectiva politológica que a su vez articule la consideración histórica de la época.

T his article reviews and analyzes the composition and stability of the cabinet of ministers of Argentine presidents since the constitutional reform of 1898 until the country’s first military coup in 1930. The first objective is to account for the ministers who were appointed in the various departments and their permanence in them. The source to be used is the Book of the Members of the Government of the Argentine Nation, belonging to the General Office of the Nation. Second, the stability / instability of the cabinets will be analyzed, measured using a specific tool proposed here, the Cabinet Stability Index, which seeks to become a useful instrument for future analyzes of other periods and / or other presidential regimes. Finally, reflections will be made about the results obtained, under a political perspective that in turn articulates the historical consideration of the time.
