Informalidad laboral y representación política: Emergencia y consolidación del sindicalismo de la economía popular

Abstract

A principios del siglo XXI, Latinoamérica comenzó a ser terreno de resistencias contra el neoliberalismo. En Argentina, al ciclo de protestas del 2001 le siguieron numerosas transformaciones en el modelo de desarrollo con efectos positivos sobre los indicadores laborales. Sin embargo, la heterogeneidad ocupacional continuó siendo un rasgo estructural de la economía, con actividades en condiciones de informalidad. En este contexto, los/as trabajadores/as desarrollaron nuevas formas de organización y de procesamiento del conflicto social. Este artículo tiene como objetivo conceptualizar las nuevas configuraciones sindicales construidas por las organizaciones de la Economía Popular, a la luz del modelo sindical argentino. Intentaremos abordar esta cuestión a través del análisis de fuentes secundarias de la Confederación General del Trabajo (como la organización más representativa del modelo sindical tradicional) y la Confederación de Trabajadores de la Economía Popular (como organización emergente y preponderante dentro de la "Economía Popular"). Para el análisis, tendremos en cuenta dos ejes: los repertorios de acción y los tipos de demandas construidas durante el período comprendido entre diciembre de 2015 a diciembre de 2017.

At the beginning of the 21st century Latin America began to be a land of disputes and resistance against neoliberalism. In Argentina, the 2001 cycle of protests was followed by changes in the development model, with positive effects on labour indicators. However, the occupational heterogeneity continued to be a structural feature of the economy, consolidating activities in informal conditions. In this context, the workforce created new forms of organization and social conflict patterns. This article aims to conceptualize the new union configurations built by the organizations of the Popular Economy, in the light of the argentinian union model. We address this issue through the analysis of secondary sources of the General Confederation of Labour (the most representative organization of the traditional trade union model) and the Confederation of Workers of the Popular Economy (as an emerging organization and in turn preponderant). For the analysis, we will consider two axes: the repertoires of action and the types of demands that are built, in the period from December 2015 to December 2017.
