Conciliar el boom con el interés general: La intervención estatal ante la expansión de la soja en Chaco

Abstract

La soja constituye en Argentina el producto emblemático del boom de los commodities. Analizando su expansión en la provincia de Chaco, este trabajo estudia cómo grupos sociales y autoridades intervinieron para conciliar este boom con el interés general. Basado en material documental, estadístico y testimonial, describe la construcción de problemas públicos y las intervenciones estatales orientadas a evitar la concentración de la tierra, proteger a los productores algodoneros, preservar el medio ambiente y el bosque nativo, regularizar a los trabajadores rurales y retener con impuestos parte de la riqueza generada. El balance indica que no puede achacarse pasividad a las autoridades sí, en cambio, falta de consistencia y efectividad en la implementación de las distintas políticas.

Soybean is the flagship product of the commodity boom in Argentina. Analyzing its expansion in the province of Chaco, this paper studies how social groups and authorities took action to reconcile boom with the general interest. Based on documentary, statistical and testimonial material, this work describes the construction of public problems and state interventions aimed at avoiding the concentration of land, protecting cotton producers, preserving the environment and the native forest, regularizing rural workers and retaining with taxes part of the wealth generated. The balance sheet indicates that passivity cannot be attributed to the authorities, but rather lack of consistency and effectiveness in policy implementation.
